Since my visit to Azerbaijan in 2001, ACDI/VOCA has continued to invest in small business development via the CERG model. While ACDI/VOCA closed their office in 2003, the CERGs that were developed continue to grow and prosper and bring more economic recovery and viability to the region. With new government changes this year, perhaps new opportunities will bring more hope to the IDPs that still live life in transition.
